Victoria O. Garland leads Charlotte Solid Waste Services as the key business executive in its mission of partnering with the community to deliver competitive and quality solid waste services that promote an attractive and healthy environment. In this capacity, she manages more than 250 employees; oversees a budget of approximately $43.1 million; and is responsible for the City’s solid waste collection program, which serves more than 650,000 city residents.
Her 24-year career in the solid waste industry is filled with accomplishments, including assisting with waste management and removal after Hurricane Andrew, creating route efficiencies that resulted in the elimination of more than 20 routes, and developing employee relations programs that increase morale and productivity.
She received her bachelor’s degree in business from Barry University and is a graduate of the Senior Executive Institute through the University of Virginia. Garland is currently working toward a master’s in psychology.
