SWANA and NSWMA Congratulate EPA on an Important Victory on RD&D Permit Rule
Silver Spring, MD (November 21, 2005)—The U.S. Environmental Protection Agency (EPA), supported by the Solid Waste Association of North America (SWANA) and the National Solid Wastes Management Association (NSWMA) scored a victory in the United States Court of Appeals for the District of Columbia Circuit. Chief Judge Ginsberg dismissed the GrassRoots Recycling Network’s (GRRN) challenge of the EPA’s Research, Development and Demonstration Rule allowing approved state landfill permitting programs to issue permits to facilities that conduct research and development on bioreactor landfills. The dismissal was based on a determination that GRRN did not have standing to seek a review of the rule.

Celebrate America Recycles Day
— Thousands Participate in Events and Activities Throughout the Country —
WASHINGTON, DC — November 15, 2005 — Recycling is the focus today throughout the country as thousands celebrate America Recycles Day. Nearly every state is joining together in the annual campaign to encourage Americans to recycle and buy recycled products.
Local coordinators throughout the country have developed programs that invite a broad spectrum of citizens to get involved and commit to the program. One special feature of the effort is the opportunity to sign a personal pledge to recycle. The pledge form can be picked up at several participating organizations, or pledges can be made online at www.americarecyclesday.org. All pledges will be entered into a random drawing for a Ford Escape Hybrid SUV and several youth prizes.

Skinner will discuss the role of government in municipal solid waste (MSW) management in North America, as well as SWANA’s vision for an integrated MSW management system that promotes environmentally and economically sound management of solid wastes.
